Brooks' Law ought to be formulatable as something which already has velocity to which you're adding standing-still weight - an inelegant version might be, "A late project adding engineers is like a speeding car throwing out grappling-hooks to snag additional cars [engines?] from the side of the road". I'm pretty sure a better metaphor is possible.
