Of course, in the presence of particle tunneling, it's hard to limit the possibility set. It's just that most states are fabulously improbable to get to from the initial state. One of the most interesting philosophical questions with Many-Worlds, which I'm still playing with, is how probability figures in all of this. It becomes a *very* subtle problem...
