If your house/apt is drafty, this is what I do to make dough properly rise.
Preheat oven to 200 degrees. Cover your rising dough with a damp towel. Place in preheated oven. Turn off oven.
It seems to work well, and the oven retains enough heat to usually allow the dough to double in about an hour.
