Either very early, soon after a cruise opens up for booking, to get the early bird rates and choise of room type and location. Or very very late, to get cheap, fill-em up rates.

For example:

We booked in Feb of this year, for a Feb of 2009 cruise to get in on a early bird deal. $1K each for a 10 day Caribian cruise. More then 50% savings.

The same company is offering 1/2 off the July 2007 Alaska 7-day cruise. $1300 for a middle level cabin. That's for 2 folks or $650 each.
