Some might call it a bribe. However, the #1 way to drive acceptance of *anything* is to make it economically advantageous, right?

I'd have to read the proposal in more detail, however there is a certain amount of illogic - we'll make things more expensive, and then give people money... so they can now afford the expense? Waitaminute... :)
