Um -- that's simply not true. Peers are Peers. When you were elevated matters; the date of creation of the Order is irrelevant. I outrank most of active Chivalry of the East, even though the Chiv came before the Laurel.
(*Royal* Peerage is a whole 'nother ball of wax, but that's a fundamentally different category than the bestowed Peerages.)
I generally agree with the rest of your point, but let's keep our facts straight...
