I think it's just that they really, really, really don't want to double-count or miss anybody.
I was annoyed at the gender binary thing too, and the rigid framing of the relationship questions. I think there's a good chance the next one will be better in that regard.
I don't expect the race/ethnicity/origin questions to be much better in a decade, though.
