Actually, from the discussions on the LtU page, I believe that's more or less the plan. But it's not quite that simple: there are things that need to be standardized in the large language that are outside the scope of the small one. (Eg, Unicode handling.) And defining the "standard" macros and extensions is a huge task -- indeed, a fair fraction of Common Lisp is simply definitions at this level.
So yes -- I believe that much of the large language *is* simply a standard library. But since at least K&R C, that's been pretty normal...
