During the recent Copenhagen summit, I was explaining to someone how the entire issue was political. That a FEASIBLE solution was easy, getting politicians to do it was the hard part. When doubted, I gave basically this idea. Though the recipients were everybody (and some to remediation and sequestering). And in addition to the current year, you also had to pay off last year's CO2 production. (so every year you pay off the current year and 1 previous year).
Getting it to fly is the hard part.
If you don't like bribing people, just use the proceeds to reduce the current tax burden. Nothing immoral about that... wait. oh, nevermind you know what I mean.
