Might depend on the style sheet. I've noticed that, while a lot of people have the newfangled comment controls (which are pretty but lack a lot of features), I still seem to have the older and more powerful one...
Ah -- yes, it looks to me like the *default* style uses the newfangled mechanism. But if you've specified a journal style, you get the old comment behaviour...
