Ah -- here is the overview document for The LINQ Project. This provides the rationale for the apparently random collection of features they've added. In summary: that SQL-like query language is really the heart of it, and all the other features were added in order to support it cleanly. Not perfect, but at least they're evolving in generally healthy directions...
